Winifred Ikilai

National Forum of People Living with HIV & AIDS Networks in Uganda

Winifred Ikilai is an HIV prevention advocate and public health practitioner. She has spent several years coordinating both HIV and sexual and reproductive health services throughout Uganda including PEPFAR DREAMS programming.

As a Fellow, Winifred will advocate for better implementation of test and treat with a focus on an improved workforce to increase quality adherence and counseling services. Specifically, she will push for the expansion of trained and paid community health providers and peer-led cadres. In addition, Winifred will strengthen community ties to the PrEPVacc and FTAF studies ongoing in Uganda. Lastly, she will monitor COVID-19’s impact on HIV treatment and prevention and advocate with the Ministry of Health on key issues or gaps raised.

In Their Own Words
Although Uganda has adopted the test and treat strategy, there are gaps in implementation, including inadequate preparedness and lack of treatment literacy. I will focus my advocacy on advocating for effective implementation of this policy and for adequate coverage of the 95-95-95 targets for treatment.
